Meta has released Glimmer, a new open-weight artificial intelligence model that developers, researchers and enterprises can download and run on their own infrastructure, rather than accessing it exclusively through a paid application programming interface. The release stands in deliberate contrast to Muse Spark, Meta's more powerful large language model, which remains locked behind the company's own hosted APIs — a dual-track strategy that underscores how differently the world's leading AI labs are now approaching the question of openness.
The launch arrived alongside public remarks from Meta founder and chief executive Mark Zuckerberg arguing that artificial intelligence capability should be broadly accessible rather than concentrated within a small number of well-resourced technology companies. That framing positions Meta as a counterweight to rivals such as OpenAI, Google DeepMind and Anthropic, whose most capable models remain closed, proprietary systems accessible only through commercial arrangements.
Open-weight models — systems whose underlying parameters are published for anyone to download, inspect, fine-tune and deploy — have become an increasingly contested battleground in the global AI race. Proponents argue that open weights democratise access to advanced AI capability and allow researchers and smaller companies to build on frontier technology without dependence on a handful of API providers. Critics, including some safety researchers, counter that publishing model weights removes guardrails that hosted providers can otherwise enforce, since developers cannot retract or patch a model already downloaded by millions of users.

Meta has positioned itself as the most consistent advocate for the open-weight approach among major Western AI labs, a strategy that has already reshaped competitive dynamics in the sector.
